Boot to wait until a network connection is established

I have problem with transmission-deamon on my CubieA20. It not starting listening on boot. Only after service restart. Met same problem on Raspberry-3 but it cured by enabling "boot to wait until a network connection is established" option. I checked the raspi-config and taken same measures on my A20 ("ExecStart=/sbin/dhcpcd -q -w" etc). Not succeeded!

Anyone have alternate methods? There's some more applications that not starting on boot if connection not active, Blynk-client for ex.

PS: I use legacy kernel on 5.25 Armbian.
